Job Overview

We are seeking an exceptional Offshore Wind Farm Project Director to lead our flagship marine renewable energy project in Mauritian waters. This senior leadership role involves full accountability for the development, financing, construction, and commissioning of a large-scale offshore wind farm, representing a multi-billion Mauritian Rupee investment in the country’s green energy future. The Project Director will orchestrate a multidisciplinary team of engineers, marine specialists, environmental experts, and commercial managers, while managing relationships with government agencies, local communities, international contractors, and financial institutions. Key Responsibilities

• Provide strategic leadership and overall project governance for the offshore wind farm development, ensuring alignment with Ørsted’s global standards and Mauritius’s regulatory framework.
• Develop and manage the project’s master schedule, budget exceeding MUR 15 billion, risk register, and quality assurance protocols, delivering the project on time, within budget, and to specification.
• Lead the project through all phases: feasibility studies, environmental impact assessments, seabed leasing, grid connection agreements, detailed design, procurement, construction, and commissioning.
• Build and lead a high-performing project team, including direct reports for engineering, procurement, construction, HSSE (Health, Safety, Security, Environment), and stakeholder management.
• Serve as the primary point of contact for all external stakeholders, including the Government of Mauritius, Central Electricity Board, Mauritius Ports Authority, fishing communities, environmental NGOs, and international lenders.
• Manage complex procurement processes for wind turbines, foundations, submarine cables, and offshore installation vessels, negotiating contracts with global suppliers and EPC contractors.
• Ensure the project adheres to the highest standards of health, safety, and environmental protection, particularly concerning marine operations and coastal ecosystems.
• Secure project financing by preparing investment cases, managing due diligence processes with banks and investors, and ensuring compliance with lender requirements.
• Implement robust project controls and reporting systems, providing regular updates to the Ørsted Executive Committee and the Board of Directors.
• Foster innovation by integrating the latest technologies in floating wind platforms, digital twin simulations, and predictive maintenance into the project design.

Required Skills

• Expertise in managing EPC (Engineering, Procurement, Construction) and FIDIC contracts for large-scale infrastructure projects, preferably in the marine environment.
• Proven ability to navigate complex regulatory environments and secure permits for major projects, with specific knowledge of Mauritian maritime and energy regulations being a strong advantage.
• Exceptional financial acumen, including experience with project finance models, investment appraisal, cost control, and managing projects with capital expenditure over USD 500 million.
• Superior leadership and team-building skills, with the ability to motivate and manage a culturally diverse team of over 50 professionals and oversee a construction workforce of 500+.
• Outstanding stakeholder management and communication skills, capable of engaging effectively with ministerial-level officials, local community leaders, and international technical experts.
• Deep technical understanding of offshore wind technology, including turbine specifications, foundation design (monopile, jacket, floating), array and export cables, and offshore substations.
• Strong risk management capabilities, with experience in identifying, assessing, and mitigating technical, commercial, environmental, and political risks.
• Fluency in English is essential; proficiency in French and Creole is highly desirable for effective local engagement.

Education

A Master’s degree in Civil Engineering, Marine Engineering, Offshore Engineering, Project Management, or a closely related field is mandatory. Additional professional qualifications such as Project Management Professional (PMP), Chartered Engineer (CEng), or equivalent international certification are required. Specialized training in marine renewable energy, offshore safety (e.g., GWO certification), or environmental management is a significant advantage.

Experience

Minimum of 12 years of progressive experience in project management, with at least 8 years specifically in the offshore wind, oil & gas offshore, or major port/marine infrastructure sector. Must have a minimum of 5 years in a Director-level role with full P&L and delivery accountability for projects exceeding USD 300 million. Demonstrated experience must include: leading projects from feasibility to operational handover; managing international joint ventures or consortiums; securing project financing from multilateral agencies or commercial banks; and working in emerging markets. Prior experience in the Indian Ocean region or Africa is preferred but not essential.
